ISLAMIC HEAD COVER IS NOT MENTION IN THE QURAN

 
The Islamic dress code can be found in the Quran 24:31(& 33:59)
 

Nowhere in the verse mention "شعر " = "Hair" 
The Arabic word "بِخُمُرِ " was often interpreted as "Head-cover" by Islamic jurisprudence.

In Arabic root (خ م ر ) translates as: cover, hide, conceal.

Also, in Quran 33:59

َا أَيُّهَا النَّبِيُّ قُل لِّأَزْوَاجِكَ وَبَنَاتِكَ وَنِسَاءِ الْمُؤْمِنِينَ يُدْنِينَ عَلَيْهِنَّ مِن جَلَابِيبِهِنَّ ۚ ذَٰلِكَ أَدْنَىٰ أَن يُعْرَفْنَ فَلَا يُؤْذَيْنَ ۗ وَكَانَ اللَّهُ غَفُورًا رَّحِيمًا

(SAHIH INTERNATIONAL)
O Prophet, tell your wives and your daughters and the women of the believers to bring down over themselves of their outer garments. That is more suitable that they will be known and not be abused. And ever is Allah Forgiving and Merciful.

The words "جَلَابِيبِهِنَّ " mean: "their robe/their loose outer garment"

Although Muhammad did not agree, Umar insisted on dictating women should be veiled. As mentioned in the Quran, it does not concern the hair.
